On the 14th of June, the DC Council undertook its second and final vote on a record $10.8 billion (all revenue sources) FY 2012 budget with a 3% increase over FY 2011 spending. A slender surplus of only $1.4 million, as originally proposed by the Mayor, looks highly vulnerable to uncertain assumptions and program initiatives, which makes it very likely that the budget will have to be adjusted to maintain balance as the year progresses...

On May 9, DCBIA testified before the Committee of the Whole on the Mayor's FY 2012 budget, addressing the central issue - the unsustainable growth trajectory of District spending. At the gross level (all revenue sources), the FY 2012 budget of $10.8 billion works out to $18,000 per resident - about twice the comparable spending levels in Maryland and Virginia. There is growing concern in the construction industry about the impact of steel plate fees, first adopted by the DC Council as part of the FY 2011 Budget Support Act and in effect since last October. DDOT applies these fees to the steel plates used to temporarily cover excavations and trenches in the roadway and other public spaces. Under the current fee structure, during the months of November through March, fees will range from $600 for the first four plates for the first five days, to $900 for the second five days -- up to $1,359 for each subsequent five days. So let’s get this straight - according to the U.S. Bureau of Labor Statistics - at the end of 2010, there were 728,000 District of Columbia based jobs available for a resident work force of 331,000. I am not a mathematician but I am smart enough to realize that if ALL of the resident workforce were employed on city based projects, there would still be a need to fill the remaining 55% with people from other jurisdictions....
